Affinity Lunch: Legal Issues Facing Community Media

Community media is facing a few issues at this time that could very well impact station budgets and operations in the very near future. President Biden has certain priorities for the FCC and the 6th Circuit Court has made a decision on the 621-cable franchise order, though there is pending legislation in Congress that could fix this order. Let’s not forget that Closed Captioning is still looming on the horizon and there was a public access court decision on first amendment rights and the need for cable companies to carry PEG channels is at the forefront. If you want to stay informed and ahead of the pressing matters that could revolutionize community media as we know it, please join this session.

Captioning in 2021: What a city settlement this spring means for captioning this summer!

In March 2021, a major US City we’ve been hearing news from all year settled a lawsuit that required them to add professional human captioning to the fully AI captioning workflow they had added in 2020. This lawsuit was related a massive news story that we ALL know about, but because of the more newsworthy elements of that story, VERY FEW of us know about the smaller story of the city being required to add human captioning to the newly purchased AI workflow. Nonetheless, this precedent should change the plans of all stations which were previously spec’ing solutions that could ONLY support AI. To be clear, due to this settlement, ALL cities and PEG operations now need to consider the risks and costs related to building a system that can accommodate a demand for human captioning if a complaint occurs and it is then IMMEDIATELY required. One of the biggest problems that can befall your station or city in 2021 is an ADA complaint, whether it is informal (lucky you! you can solve the problem for just the cost of immediate implementation) or an actual, formal ADA complaint (aw dang! now you have to pay lawyers, which often costs more than the solution you are still forced to implement). The second half of the session will outline a “2021 Smart Captioning Plan”, which combines one of SIX options for AI captioning with hardware that can also immediately accommodate human captioners. Attendees who follow the steps in the 2021 Smart Captioning Plan” can have the cost benefits of AI captioning without the risk of having to completely rebuild with new hardware the moment the first complaint is received.

Editing Techniques in Storytelling

When looking to tell a compelling story – editing is imperative. Pacing, sound design, selection of video and music - can help to make or break any piece you're looking to produce. During this panel, we will talk with ESPN Associate Producer Joshua Vorensky who talks about finding the right NAT moments, to truly bring the viewer into the subject’s world. We will talk with ESPN Lead Post Production Editor Diego Martini who will discuss the importance of pacing especially for important and sensitive topics. And finally, composer Paul Moessi will detail the process of scoring original music as the edit is taking place. There is a distinct difference in finding vs creating the right music. We will discuss the full process involved, how it can dictate the video you select and how having a clear vision is key.
